Create another 1000×1000 document, also fill it with black.

Using Gradient (Gradient Tool (G)) make a smooth transition like the one below:

Now choose Filter> Distort> Wave(Filter> Distortion> Wave), set the parameters as shown below:

Select Filter>Distort>PolarCoordinates (Filter> Distortion> Polar Coordinates)

Move the file with the rays to the previously created document

Using Free transform (Free Transform) (CTRL+T) stretch the rays

Add a mask to layer and select Rectangular marquee tool (M) (Rectangular area), select a small portion of the rays from below. Using eraser or black brush, erase those rays that were in the selected area in the lower part of the layer:

Make a copy of this layer (CTRL+J) and with the help FreeTransform (CTRL + T) shift the rays a little lower as shown in the figure:

Work on layer mask duplicate layer using tool Rectangular area and eraser (or black brush), remove the excess:

Set for both layers with rays the method of mixing on Overlay(Overlap).
Note: instead of changing the blending mode try setting for both layers with rays Opacity (Opacity) layer 35%.

Create a new layer on which the rays will be drawn with this color – # 372F7D. This layer should be lower than the rays.
Note: despite the recommendations of the author, place this layer above the layers with the rays.

Change the blending mode to Soft light(Soft light)

Set the styles for the lowest copy: Outer glow (External glow)

The next step will require brushes.. Create a new layer and apply a brush from the loaded set, place this layer under the very first layer with the girl.

Make a copy of the very first layer with the girl and with the help of free transformation (CTRL+T) move it as shown in the figure below in order to make a reflection:

Add a mask to this layer and with eraser or black hard brush to make a soft reflection. Install opacity on 20%

Now you need to draw a few lines with Pen (Pen Tool (P))

Take a brush and stroke the newly drawn lines.

Take eraser with 40% opacity and erase the tips of the lines

Install the following parameters for this layer: fill 63%, mixing method – overlapping (overlay)
