Let’s start by creating a new document (CTRL + N) measuring 1280x1024px (RGB mode) with a resolution of 300 pixels / inch. Download the Red grunge background and paste it into the working document.

Now load the c130_splatter and stars_and_blinks brush set. Create a new layer and select a brush from the c130_splatter set. Brush color is black, Opacity is 60%.

We use this brush, To paint over the background as below:

Set the parameter Fill (Fill) for this layer by 30%.

Duplicate (CTRL + J) this layer and apply a filter to the copy. Filter – Blur – Gaussian Blur (Filter – Blur – Gaussian Blur).

Set the Fill to 30% and change the blend mode to Hard light (Hard light).

Create a new layer and select the next brush from the c130_splatter set, color # C78987.

Use the brush to create lines on the background, as shown below:

Create a new layer, draw new lines with the same brush. This time choose color # 903E23.

Set the blending mode of this layer to Color dodge (Lightening the basics).

Create a new layer and select a soft round. brush (B) black with an Opacity of 20%.

Use it to darken the edges of the background.

Set the Fill of this layer to 50% and change the blending mode to Multiply (Multiplication).

We press the button Create new fill or adjustment layer (Create a new fill or adjustment layer) at the bottom of the layers panel and select Hue / Saturation (Hue / Saturation).

Move the sliders to the right to increase the parameters. Hue (Color tone) and Saturation (Saturation).

Again click on this button and select Curves (Curves). Adjust the shape of the curve to adjust the color.

We get the following result:

Using Line tool (Line) (U), draw threads of different thickness, for which the stars will be suspended. Color # FDF8C1.

We merge all the layers with threads into the group (select the required layers and press CTRL + G). Install Opacity (Opacity) for the group at 70%.

Choose Custom shape tool (Arbitrary form) (U), on the tool parameter panel open the menu with forms. Find the shape of a five-pointed star and activate it.

Select color # FDF8C1 and draw a star.

We press the button Add a layer style (Add layer style) at the bottom of the layers panel and select Outer glow (External glow).

Inner glow (Internal glow).

We get the following result:

Duplicate (CTRL + J) layer with a star ten times and activate Free transform (Free Transform) (CTRL + T). Adjust the location and size of each copy as shown below:

Create a new layer, select brush white color from the c130_splatter set.

Use this brush to paint the background as shown below. Place this layer under the layer with the stars.

Set the blending mode to Overlay (Overlap).

Create a new layer and select a new brush from the c130_splatter set. With the help of this brush we will draw garlands. Color # FDF9CA.

Now we need to adjust the brush. To do this, call the brush parameter panels (F5). Select the Brush Tip Shape. Change the size, distance and angle of the brush.

Then go to Shape dynamics (Dynamics of the form):

Now we can draw the lights as shown below. This layer should be located under the layer with the stars.

Duplicate (CTRL + J) layer and apply filter Filter – Blur – Gaussian Blur (Filter – Blur – Gaussian Blur).

We get the following result:

Add a layer mask by clicking on the button. Add layer mask (Add layer mask) at the bottom of the layers panel.
Choose a black soft mechanical brush with Opacity (Opacity) 10%.

We work with this brush by layer mask , to hide some areas of the shine layer.

Create a new layer, select a brush from the set stars_and_blinks to draw bright rays from the stars. Use the same color as the stars. Place this layer under the layer with the stars.

Install Fill (Fill) by 20%.

Duplicate (CTRL + J) this layer and apply the filter Filter – Blur – Gaussian Blur (Filter – Blur – Gaussian Blur).

We get the following result:

Install Fill (Fill) of this layer by 50% and change the blending mode to Pin Light (Spot Light).

We press the button Create new fill or adjustment layer (Create a new fill or adjustment layer) at the bottom of the layers panel and select Curves (Curves).

We get the following result:

Now choose Hue / Saturation (Hue / Saturation).

Move the sliders to the right to increase Hue (Color tone) and Saturation (Saturation), then move the slider Lightness (Brightness) left to decrease the value.
