Create a new document size 500 x 500 px.
Using the oval shape tool draw two circles as shown:

Make ctrl + click on a layer with a dark circle (here “Stroke”), then create a new layer (here “General Surface Glow”) and fill the selection with white color. Take the feather and draw the shape as shown:

Go to the panel Path (Contour) and select the command Load path as selection (Download the outline as a selection).

Now we go to Select> Inverse (Select – Invert), click Delete. Using the tool draw a selection like in the picture:

Make the layer “General Surface Glow” active, go to Select> Feather (Selection – Feather) with a value of 30 px. Push 2 times Delete.

Draw another selection as shown:

We go to Select> Feather (Selection – Feather) with a value of 30 pxPush 3 times Delete.

After that do ctrl + click on the “Stroke” layer. Create a new layer, call it “Upper Left Glow”, and fill the selection with white.

We go to Select> Modify> Contract (Selection – Modification – Compress) with value in 4 px.

Further Select> Inverse (Selection – Invert). Click Delete.

Make ctrl + click on the “Upper Left Glow” layer.
Using move the selection as shown in the figure:

Put the feather on 30 px. Next we invert. Push 2 times Delete.

Create a new layer, call it “Upper Conc Glow”, in it using in the upper left corner of our icon we draw a small white oval. Next, create another layer, call it “Bottom Conc Glow”, in it also draw a small white oval, but in the lower right corner, and reduce the transparency of the layer to 50-60%.

Ctrl + click on the “icon-bg” layer (red circle), create a new layer – (here “Circular Glow”), and fill the selection with white color.

Squeeze the selection to 20 px and click Delete.

Via draw the shape as shown:

We turn our form into a regular selection.

Next we invert. Click Delete.

Ctrl + click on the “icon-bg” layer, and compress with the value in 15 px. After that make feathering with the value in 30 px. Click Delete 2-3 times.

Press the key combination Ctrl + T, and move the “Circular Glow” layer as shown below:

Create a new layer between “General Surface Glow” and “Icon bg”. On this layer there should be some letter or picture that you have chosen for this icon:

Merge all layers that you just worked with into a group Icon. We draw two identical circles, the top one is black (#000000), and the bottom is gray (#8e8f91). Using draw a selection like in the picture:

Do feathering on 30 px. Select the layer with the black circle and click Delete. 3-4 times.

Draw another circle, more than the previous ones, let’s call this layer “border”.

Fill this layer with , colors are shown in the picture:

Finally, duplicate the group Icon, and merge with other layers.

Open the window for adding layer styles and apply the “Icon” style to the layer. Inner shadow (Inner shadow).

The settings you see below:

Hooray! You did it!

You can change this icon or button to your taste: add stylish frames, effects, change color, etc.
