Create a new layer, draw an ellipse and fill it with:
Go to Layer> Layer Style> Blending Options and set the following parameters:
Inner shadow (Inner shadow).
Outer glow (External glow):
Gradient overlay (Gradient overlap)
Here is the result:
Using “Custom Shape Tool” 
, draw an arrow:
Layer> Layer Style> Blending Options
Inner shadow (Inner shadow)
Bevel and Emboss (Embossed)
Create a new layer, draw an ellipse like this:
Take “Gradient Tool” 
with these settings:
Color this way:
Set OpacityOpacity” on thirty%
Create a new layer, draw a small ellipse, fill with white,
set “Opacity” on 18% (for convenience, you can hide some of the layers)
Edit> Free Transform> Skew (Edit – Transform – Tilt), pull to the right
Now draw an ellipse like in the bottom image, then click “Delete”
Repeat this procedure until you reach the desired result.
