Weather forecast for this lesson – draw heavy rain!
To practice this effect, select a photo of a person with wet hair. I think it will not be difficult to find one.
Scroll through your summer photos! Most likely you went to rest on the sea, or at least to the nearest reservoir, and there someone got into the frame with wet hair.
Step 1
Open the photo in Photoshop;
Step 2
Create a new layer at the top. Fill it with white. Then add a filter Filter> Noise> Add Noise (Filter – Noise – Add Noise), value = 70;
Step 3
Filter> Blur> Motion Blur (Filter – Blur – Blur in motion)
Step 4
Change layer blending mode to lighten (Replacing light) or overlay (overlap);
Step 5
Click CTRL + L and make the following adjustments in the Levels window:

Done!
But even for more effect you can add color. Why play with the settings in the color / saturation window (CTRL + U)
It feels like a shot from the movie “Titanic” at the time of the crash.
