Set the foreground and background color to black and white.
Let’s go Filter – Noise – Add noise (Filter> Noise> Add Noise). Install Effect (Amount) at 5, Distribution (Distribution) according to Gauss (Gaussian), and also put a tick in the box Monochrome (Monochromatic).

Double click on the background layer to apply the layer style. Gradient overlay (Gradient Overlay).

Add a layer style Shadow (Drop Shadow) with the following settings:

Apply default settings.

So, we applied styling to the first duplicate of the text layer.

Step 5

Double-click on the second duplicate of the text layer to apply the following layer styles:

Add a layer style Stamping (Bevel and Emboss). Set the following settings:

  • Uncheck the box Global coverage (Global Light)

Double click on the layer Shadow (Shadow) to apply layer style Shadow (Drop Shadow). Set the values Offsets (Distance) and Size (Size) to 10.

So we added a little shadow to enhance the effect a bit.

Step 7

Set the foreground color to # f4f1e2, create a new layer on top of all other layers, name this layer Glare (Sparkles), change the blending mode for this layer to Linear light (Linear Light).

Next, select the tool Brush (Brush Tool), install one of the downloaded stars / glare brushes.

You can customize the brush settings for the parameter. Form Dynamics (Shape Dynamics) in the settings panel of the brush Brush (Brush), (you can play with the settings Size fluctuation (Size Jitter) and Angle swings (Angle Jitter), next, add a couple of highlights to the edges of the text.

You can see the final result in the screenshot below. The most interesting technique is to use a gradient fill instead of a color fill for the layer style. Internal glow (Inner Glow). This technique uses more colors in the layer style to make the effect slightly more expressive.
