In this tutorial, I will show you how to create a glowing text effect with scattering particles using the Liqufy (Plastic) filter.

Materials for the lesson:
Step 1. Create a new document with the size of 1200×700 px, fill the background with black color. Create a new layer and soft white brush (B) click once at the top of the working canvas.
We press CTRL + T and narrow the white spot.
Use soft brush (B) to remove the bottom.
Step 2. Downloaded font write the word.
Create layer mask for a text layer (the Add layer mask button at the bottom of the layers panel).
We get this effect after applying the mask:
Duplicate text layer (CTRL + J) and apply filter to copy Filter – Blur – Gaussian Blur (Filter – Blur – Gaussian Blur):
Decrease Opacity (Opacity) of the blurred layer to about 50%.
Create a new layer under the original text, apply the filter Filter – Render – Clouds (Filter – Rendering – Clouds) to add a mystical effect:
Step 3. Now create a brush in the form of flying particles. Create a new document (size is not important), use Pen tool (Pen) (P) to draw a quadrangular shape, which we fill with black.
After that, hide the background layer:
Move on Edit – Define Brushset (Editing – Define brush):
Then press F5 to bring up the brush settings window, and apply the following parameters:
Shape dynamics (Dynamics of the form)
Other Dynamics (Other Dynamics)
Activate Airbrush (Airbrush), Smoothing (Anti-aliasing) and Protect Texture (Texture protection).
Step 4. Use the created brush to draw particles around the text, adjust the size of the brush:
When finished drawing, duplicate this layer and apply the filter. Filter – Blur – Motion Blur (Filter – Blur – Blur in motion).
Also add adjustment layer Curves (Curves) above all previous layers (the button Create new fill or adjustment layer is at the bottom of the layers panel).
We get this effect:
Step 5. Further Layer – Flatten Image (Layer – Merge layers), then duplicate the background and turn Filter – Liquify (Filter – Plastic). Choosing a tool Forward warp tool (Direct curvature):
We use the following parameters for the filter:
Use the brush to create the effect of the waves (adjust the size of the brush):
We also use plastic for some particles, this will create an interesting effect:
And here is the final result:
